Debates over health care reform often focus on the appropriate role for the government in health care. Much less attention is paid to defining the respective roles of the states and the federal government. Yet, in the American political system, the basic issue of federalism has profound implications.The question for the nation is which aspects of health policy should reflect national, uniform standards, and which should vary according to local conditions, values, and preferences. Economic mobility and the desire for efficiency (...) militate for national uniformity and federal standards. By contrast, state policies can be more closely tailored to local economic conditions and can reflect local values regarding matters such as the appropriate role of government. (shrink)

This is the address given by Alan R Johnson, an alumnus of OCMS, to inaugurate the J. Philip Hogan Chair of World Mission. The Hogan chair represents a connection between Assemblies of God World Missions and the Assemblies of God Theological Seminary where in a proactive and catalytic fashion the process of engaging with subjects of missiological importance can be undertaken. The author argues that thinking about missions is a communal activity that requires continual reflection.

In 'Philosophy and the Mirror of Nature' Richard Rorty presented his provocation and influential vision of the post-philosophical culture, calling upon professional philosophers to accept that epistemology is dead, that the analytic method is a myth, and that philosophy and science are merely forms of literature.

This article investigates the challenge of developing a robot capable of determining if a social situation demands trust. Solving this challenge may allow a robot to react when a person over or under trusts the system. Prior work in this area has focused on understanding the factors that influence a person’s trust of a robot (Hancock, et al., 2011). In contrast, by using game-theoretic representations to frame the problem, we are able to develop a set of conditions for determining if (...) an interactive situation demands trust. In two separate experiments, human subjects were asked to evaluate either written narratives or mazes in terms of whether or not they require trust. The results indicate aΦ1= +0.592 andΦ2= +0.406 correlation respectively between the subjects’ evaluations and the condition’s predictions. This is a strong correlation for a study involving human subjects. (shrink)

Two articles in this issue of the Hastings Center Report address the continuing controversy over the Surfactant, Positive Pressure, and Oxygenation Randomized Trial (SUPPORT). This controversy is part of a larger discussion about the appropriate regulatory framework for protecting human research participants in comparative effectiveness research (CER), a group of studies that aims to compare two “usual” or “standard” treatments in order to provide evidence of which treatment is most effective.

Ann Moss offers an exciting and informative history of humanism from Johannes Balbus through Melanchthon, who completed the "turn" from scholastic to humanistic Latin. She marshals considerable evidence from lexicography and letters that scholastics (...) and humanists cultivated two idioms of Latin that created "two different mind-sets" , two "orders of truth-values" , and "two Latin speech communities that talked past one another" . While her main thesis that the "two linguistic universes" were "incommensurable" is questionable, it is a useful heuristic device to highlight differences between the two traditions. Moss illustrates many of her claims by controversies surrounding the legend of St. Ann, mother of Mary. Whether she is misled by the rhetoric of those heated debates on religious folklore, or whether they support her claim of "incommensurability" must be.. (shrink)

The past 25 years have seen an increasing interest in later medieval logic and in the theory of supposition. a review of literature reveals, however, wide differences of interpretation of supposition-theory. taking the theory in the widest sense as a contribution to semiotic or the theory of signs, this study shows how supposition has been variously treated as a syntactical, semantical and even pragmatical theory. the main views of p. boehner, e. moody, p. geach, d. p. henry, w. c. kneale (...) and l. m. de rijk are examined, compared and appraised with respect to overall progress in the elucidation of supposition-theory. This paper presents an algorithm for analyzing social situations within a robot. We contribute a method that allows the robot to use information about the situation to select interactive behaviors. This work is based on interdependence theory, a social psychological theory of interaction and interpersonal situation analysis. Experiments demonstrate the utility of the information provided by the situation analysis algorithm and of the value of this method for guiding robot interaction. The truthmaker objection to presentism (the view that only what exists now exists simpliciter) is that it lacks sufficient metaphysical resources to ground truths about the past. In this paper I identify five constraints that an adequate presentist response must satisfy. In light of these constraints, I examine and reject responses by Bigelow, Keller, Crisp, and Bourne. Consideration of how these responses fail, however, points toward a proposal that works; one that posits God’s memories as truthmakers for truths about the (...) past. I conclude that presentists have, in the truthmaker objection, considerable incentive to endorse theism. (shrink)

Anamniote animals, such as fish and amphibians, are able to regenerate damaged CNS nerves following injury, but regeneration in the mammalian CNS tracts, such as the optic nerve, does not occur. However, severed adult mammalian retinal axons can regenerate into peripheral nerve segments grafted into the brain and this finding has emphasized the importance of the environment in explaining regenerative failure in the adult mammalian CNS. Following lesions, regenerating axons encounter the glial cells, oligodendrocytes and astro‐cytes, and their derivatives, respectively (...) myelin and the astrocytic scar. Experiments to investigate the influence of these components on axon growth in culture have revealed cell‐surface and extracellular matrix molecules that inhibit axon extension and growth cone motility. Structural and functional characterization of these ligands and their receptors is underway, and may solve the interesting neurobiological conundrum posed by the failure of mammalian CNS regeneration. Simultaneously, this might allow new possibilities for treatment of the severe clinical disabilities resulting from injury to the brain and spinal cord. (shrink)
